Cheapest? Probably, or surely among the 5 only.

Best? We'll never know until we file a claim.

Best and cheapest for me is Federal Phoenix aka FPG insurance. Best compared to BPI/MS. Cheapest compared to Mapfre and other well known insurers.

the government requires the third party liability (TPL) insurance. it should cost 1000 bucks or so, depending on where you get it from, for ordinary cars.
the comprehensive insurance is not required by law. but if you are buying a car on installment basis, the bank will require comprehensive insurance as well, para naman covered ang investment nila.
comprehensive insurance follows a schedule, based on the initial price of the car and its age. naturally, the insurance premium decreases with the age (and fair market value) of the car.
