guys i'll give you an idea on how Caltex monitors if not all, most of their gas stations(Company Owned Company Operated-COCO, Company Owned Retailer Operated-CORO-most common, Retailer Owned Retailer Operated-RORO)
Caltex hires a third party, Flow System, Inc.(office nila yata is located somewhere sa Osmena Highway) to regularly check fuel pump output...FS sends competent personnel to gas stations and these people conduct tests using a calibration bucket...they will adjust something sa ilalim ng pump kapag kulang o sobra ang inilalabas nito th en they reseal it...any gas station dealer na mahuling nag tamper nito ay maaaring mawalan ng authority i operate ang gas station na iyon..
there is also a report that dealers should submit to Catlex via Field Managers that reflects any significant variance sa Fuel Sales vs Fuel Purchased...dealers should also give to these field managers yung daily sounding report nila na nagsasaad din ng variance sa nabentang fuel vs sa natitirang fuel sa loob ng UGT(underground tank)...
bukod sa selyo ng FSI meron din pumunta sa dating gas station namin noon(sa P. Gil at P. Sanchez) mula sa Munisipyo ng Maynila upang maglagay naman ilagay ng selyo nila...
kung mapapansin nyo maramin g parties involed: ang kumpanya ng gas, ang dealer(kung CORO or RORO), ang FSI at munisipyo...
kapag nangdadaya ang dealer, may kasalanan din ang ibang parties na merong responsobilidad mag-monitor ng pandaraya...kasamana rin dyan ang local government which should be doing it a long time ago...
