These are the listed curb weight for the cars:
Vios 1.3L = 1,075 kg
Vios 1.5L = 1,110 kg
Jazz 1.3L = 1,050 kg
Jazz 1.5L = 1,110 kg
Gross weight would the car manufacturer's estimate how much people and cargo would weigh.
Vios 1.3L = 1,485 kg (gross)
Vios 1.5L = 1,520 kg (gross)
Jazz 1.3L = unlisted
Jazz 1.5L = unlisted

Perhaps we should rephase the quesions, so as to avoid 'it depends' answer
Under similar driving conditions/styles, both stock setups, same fuel, which one if more fuel efficient honda jazz 2009 or toyota vios 2009?

Unless you get the exact same driver in the exact same conditions... we'll never know. Both cars can do 15s, and both can do 20 and over if driven right...
The Toyota engine has better low-end torque, the Honda better high-end power... for some, the Toyota is perceived to be more economical, because they can press less on the gas for the same amount of power, where they are tempted to really bury the gas on the Honda, but if you drive them the same way, fuel economy is quite similar.
