Actually, the Lancer EX isn't all that heavy with the 1.6 engine. It's the power-to-weight ratio that's on the low side, similar to the truly heavy Focus. But then again, even if it's only got 115 HP, if it's 115 well-tuned horses, it shouldn't have a hard time. That's something paper specs can't give and only a test drive can tell.

The Lancer EX body is practically the same weight as the Cedia. The 1.6L MIVEC engine with the 2012 Lancer Fortis 1.6L has more torque and lower gearing so "low" speed performance difference shouldn't be noticed.
