It does.
But VCM on the previous Accord only activated during light cruising... ergo... maintaining 60-80 km/h with a very light foot on the accelerator. Speed up a little bit, and VCM turns off. (on the new Accord, VCM stays on longer and under more conditions).
With two cylinders off, you still have 2.2 liters worth of engine running, pushing a 1.7 ton car.
With three cylinders off, you only have 1.8 liters worth of engine running, but it's still pushing a 1.7 ton car, as well as the other half of the engine that's not running.
In the end, the Accord was relatively economical for the power and size, but you would still be getting 3-4 km/l in traffic.
