Per the latest DENR policy, only vehicles purchased starting January 2018 are required to be EURO 4 compliant (DENR Reminds Car Buyers: Only Euro 4 Vehicles Allowed to be Registered by 218 | ************ - Philippine Car News, Car Reviews, Car Features, Car Buyer's Guide and Car Prices.). No problem registering older vehicles provided they meet the EURO 2 emission standard.

A European emission test technician says that to be EURO 4 emission compliant old vehicle owners or manufacturers may just install catalytic converters with EURO 4 catalysts. That could cost anywhere from US$200-300.
