AFAIK, WRC created a new class called 'World Rally Class' in 1997 but the cars have yet to abide by the 'Group A standards' and they don't have to 'meet' the Homologation rules. So, that new WRC mandate actually started in the CP9A EVO V chassis and have been following that rule ever since.
That's from the wikipedia article on the Lancer Evo right? Read on until the Evo VII section, and you'll see that's the time when Mitsubishi started building a WRC car. The Evo IV and V were true to the spirit of Group-A, and the customer RS cars were in fact homologation models.

The Mitsubishi Lancer WRC is a World Rally Car built by Ralliart, Mitsubishi Motors' motorsport division, to compete in the World Rally Championship. Evo Vs and VIs are relatively much more common on our streets. Next to VIIs and VIIIs though, they're also still rare animals
