so parang lumalabas doc na si owner talaga kausap ko then middle man lang si seller na kausap ko ngayon? and same pa din na documents ang kelangan ko gaya ng ginawa kong change ownership last time, tama ba?

    ganun na nga, po.
suggestion (kahit obvious naman): put as date of sale, the actual date that you took possession of the vehicle. this is to be sure that you do not get to answer for any mishap that the car might have experienced, before that date.
i would also like the middleman to sign in as wet-ness.
    good luck.

Before kasi nagpachange ownership na din ako ng first car ko na 2nd hand(unit was under the seller's name). ORCR, valid IDs with signature ni seller, DOS then napachange name ko sya after a year na din pero wala naman ako naging problem. ngayon, dito sa kukunin ko, my additional requirements ba ako na kelangan bukod sa ORCR, open DOS and valid IDs(first owner and 2nd owner)?
make sure na hindi pa expired yung IDs nung first owner. or kung expired man eh makaka kuha pa kayo ng recent IDs. magkaka problema ka nyan sa pag transfer pag expired na yung IDs.

Are the LTO offices now open and also crame? I recently bought a pre-owned vehicle and he told me crame and LTO offices are still closed and cannot proceed with the car transfer of ownership.

The last of the LTO branches have been opened recently ah, may bubuhayin pa nga sila na closed branches to handle the traffic.

Crame naman, as far as the one stop shop for firearms are concerned, open na, so malamang the other services are also.

Ah okay. Crame is for verification that car is legit not stolen or carnap a document from them is needed by the LTO to proceed with the transfer.

There are some open LTO offices. For the microetching/stencil from crimelab and HPG clearance i think they are always open. Open deed of sale mo muna bro, baka mabili sa kabilang thread pra 2nd owner sya.

you can ask the surviving heirs to make the deed of sale, signed by them. include death certificate and notarized affidavit stating that you are the legal heirs, and viable IDs of the sellers.
i do not know what other documents city hall should provide.

or you can just keep using the vehicle and renewing registration of the vehicle year in and year out, 'til it rusts away.

So here's the scenario car model is 2017 and was bought and registered on April 2018 as written in the cr and or. So next registration will be on April 2021 (3 yrs) but LTO said you must renew your car registration now upon transfer of ownership since car year model is 2017 and it is almost 3 yrs. Is LTO correct? So if it will be renewed now and then next year renew again.

if that is what the LTO said,
then the LTO must be correct.

    but from what i understand,
when the LTO transfers ownership, it does not re-fresh the registration.
you are paying just for transfer of ownership.
you are not registering the car ahead of schedule.
you will register it again, as per original schedule.

but in the event that i am mistaken,
    worry not!
LTO charges renewals on pro-rata basis, depending on the fraction of the year the seeming overlap will occur.
hindi kayo malulugi nor makakalamang, and neither will the LTO.

    tanong naman ako,
will your near-new car be required to have emissions test?

Yes it is required so I have to pay Php450 for emission testing. So if it if pro-rata then I will be expecting a much lower registration fee when I renew next year? Hope it will be the case or else I felt like being charge twice for registration fee.

    pro rata nga po.
ilahad nyo po ang makakaranasan nyo dito.
    hinihintay namin.

medyo mahirap nga maghanap ng emissions testing facility ngayon. ang dami kasing nag-sara.

this is what happened to me..

bought a new car June 2017. it was registered in the same month

it is supposed to expire this June 2020

but my new plates arrived and my ending is #1 so my registration should be this january 2020.

called LTO las pinas to verify.

since i already have the plate ending in #1, i need to register the car on January.

no emission test required nor TPL

LTO charged me registration pro rata.. June 2020 to January 2021.

so next year January 2021, i will pay the full registration fee plus emission plus TPL
