It will always depend on the traffic conditions and your average speed.
Not all city driving is the same - EDSA driving during rush hour (11 kph avg) is city driving. Driving on Katipunan on a Sunday (25 kph avg) is city driving.
I get 6.5 km/L with the former, 10 km/L with the latter. Even with the same car and same driving habits.

after my research (a year ago) if you want better headlights - retrofit slightly cheaper option...
