yes he's a consul, to be more specific the item is of current model which was purchased last year with an odo of 25k. and selling price is only 60% of the current price offered here, with the transmission manual, commercial ones are only automatic.
discussed it with my dad, and he said that, the reason for the delayed transfer of ownership is that, consuls have this certain type of car plan, which entitles them to be issued new cars every 2 to 3 years. After each cycle, that is when they can sell the car,, this makes it right, or it's when they can sell the car, but the sale is not from a government perse but from the consul directly.mebbe it's the time needed by your "seller" to transfer the car's ownership to him..
I know i have been persistent, with the replies I have written, I hope you guys have not given up yet. I just want to have a peace of mind regarding this purchase, or turn this down all together.
