    prepare the entire surface for re-painting.

    my guess is,
    either the surface wasn't adequately prepared when it was painted,
    or the paint used was incompatible with what was already there.

    what do you know of its paint history, po?

    it should not be that difficult, but needs some tiyaga. lookit youtube.
    if you wish, you can bring it to the shop that applied it and let them do it.

    but my confusion is,
    why is it coming off in fragments?
    the fiber sticker i know, is applied as a sheet, and when it is time to remove it, it still comes off as a sheet. again, lookit youtube.
    is yours a low-quality product? is it the result of noontime sun degeneration?
    your underlying surface looks, beg pardon, hideous.
    the usual underlying surface of a removed fiber sticker is what the original surface was like...
    will some adhesive and remnants removal restore the smooth surface?

    good luck.

    i still can't help but suspect that yours might be a poorly-applied paint job.

    from the pics parang walang primer or pintura. parang deresto sa bakal in-apply yung sticker? or kasamang natuklap yun paint underneath ?

    It's not much different from window tint...2decade old 3M DIYremoved using heat. No residual adhesive & no partial panel tears.

    puede rin.
    ayaw gumastos ng glossy paint job, kaya derechong pinatong yung sticker.
    that might also explain why it is stripping off. the product may not have been designed to stick to a non-glossy painted surface.
