    is it advisable to rinse and dry the vehicle after polishing/step 2 to get the polish dust off just before you wax? is it safe for the polish work?

    unless you'll be thoroughly careful about it, just remove polish dust with a microfiber towel, could be with IPA or QD, before you wax. there's less danger of introducing new blemish to your just perfected surface.
