i can't see it too clearly but if its what i think it is i mean if the white part is not your reflection then try using step 1, chances are it will help improve the shine and bring back its luster

you could also try buying a 3m IHG sachet from ace hardware, costs around 40 pesos i think and try it on, try to use it on the affected part first to check if it helps, 3m ihg will also help improve the shine and luster, its like moms step 2 only a real PITA to remove, i really had a hard time buffing it off, no joke in applying it in small squares and buffing it out immediately, i won't even dare wait to let it dry
