There is only one reason kung bakit mabilis napalaki ng China ang automotive industry nila. It is because of the drive of their own government. Just like what South Korea did in the late 1980's when they produced Hyundai. FMC also started distributing Hyundai here in the Philippines pero naapektohan din ng problem with Mazda and Ford.
Pres. Marcos did that in the 1970's yung Progressive Truck Manufacturing Program (PTMP) kaya nabuhay yung 'Pinoy AUV' ng FMC na nagkaroon ng 'Pinoy II' na color orange na ginagamit sa Cultural Center of the Philippines dati. They Pinoy II evolved into Anfra na ginagamit ng PLDT, Governmnet Agencies, etc. Pres. Ramos supported this program but after that, wala nang support. Though Pres. Erap promoted the Jeep ni Erap which didn't really take off because he was ousted. (Please note that my opinions are only from the point of view of the automotive industry and not fro the political point of view.)
We are doing our part from our end, the consumers are doing their parts also, the government should do theirs.
In that case, I think NCAP is something that they have privatized.
