One of the reasons why we don't refine local mined ore into finished metals for our local industry is because of cost.

To refine ore to finished metals requires a lot of power. Electricity in the Philippines is one of the most expensive in the region, if not in the world.

So the locally available (if any) refined metals would be more expensive than if it was imported even if you include transport costs.

Well, by the 3rd quarter of 2010, TKC Steel of the Tiu Family will start using iron ore from our local mines for their new iron and steel plant equipped with blast furnaces.

TKC to open new steel plant by July

MANILA, Philippines -- Listed industrial firm TKC Steel expects to finish the construction of its P450-million plant in Iligan City by July 2010.
This facility will increase the TKC’s production capacity of steel billets -- which are used to make other steel products like nails and wires -- by making the production process cheaper and more efficient, and reducing the company’s dependence on limited supplies of scrap metal as raw material.
“TKC is currently in the completion phase of the construction of its blast furnace and ore beneficiating plant. The facility is projected to move into commissioning phase in the third quarter of this year,” the company said in a statement.

“At full operation, the facility is rated to produce up to 400,000 metric tons per year of liquid iron, which will be used as raw material feed for the production of steel billets,” it added.

Once completed, the plant will be the single biggest steel billet-making facility in the country. This will cover close to half of the country’s steel billet production, estimated to reach close to a million metric tons a year by 2011.

Despite the Philippine’s increased production, the company said the country would still have to import about half a million metric tons of steel billet to meet the domestic demand of 1.5 million tons every year.

TKC said its new facility would help revitalize the country’s mining industry. According to the Mines and Geosciences Bureau, the Philippines is estimated to have about 493 billion metric tons of iron ore reserves.

TKC claims to have about five million metric tons of raw iron ore reserved for the company from local mining firms. This is enough to meet TKC’s needs for the next five years.

Possibly the government wants to have one.

DENR mulls establishing integrated iron-steel facility in RP

    By Rhodina Villanueva

MANILA, Philippines – The Department of Environment and Natural Resources (DENR), through its Mines and Geosciences Bureau (MGB), is set to conduct an assessment on the viability of establishing an integrated iron and steel facility in the country.

DENR Secretary Horacio Ramos said the move is prompted by the unstable and increasing prices of iron and steel in the world market, which might impact the local economy in terms of possible higher prices of vehicles and consumer products.

The assessment was triggered by a directive from President Arroyo.
“The country is endowed with iron resources that can supply the iron ores and concentrates for the planned integrated iron and steel facility. With that, the possibility of making the iron and steel industry as a major backbone of the country’s industrialization program is extremely favorable,” Ramos said.

In his report to the President, Ramos recommended the creation or revival of a work and study group for the Integration of the Philippine Iron/Steel Industry Utilizing Indigenous Iron Ores.

The group is tasked to fully assess the iron ore potential of the country — the iron ore deposits in Sta. Ines, Antipolo, Rizal; Abra de Ilog in Occidental Mindoro; Midsalip in Zamboanga del Norte). Most of the known Philippine iron ore deposits, terrestrial or offshore, are magnetite deposits that are suitable for a direct reduction furnace.

“They will also study the viability of setting up an iron processing/steel plant. The estimated minimum feed requirement for such a plant is around 2.4 million tons per year, and the estimated capital expenditure for such plant is around $1.6 billion,” Ramos noted.

Additionally, the group will study the package of incentives that can be given to mining companies producing iron ore and to those willing to put up iron ore and steel plants.

“They will check the option of imposing government control on the exports of iron ore within the next five years, taking into consideration the need to conserve the resource for the possible establishment of iron ore/steel processing plants as well as the rights and privileges of companies exploring and/or producing iron. This should also include a study on possibly imposing controls on the price of substitute materials (e.g. cement) which price might increase,” Ramos said.

The DENR chief said he has already directed the MGB to come up with an updated resource inventory for iron and other iron-bearing deposits in the country.

We will still have to see if the prices will be competitive.

It might be quite a while back since I have talked with them but I do know the owners of Pagasa Steel and they did mention that international prices of steel and local prices for power & fuel do have a major effect on their business.
