    Regarding Japan surplus=smuggled. Ikaw nagsabi nyan hindi ako. Spindoctor ka talaga.

    edi tama lang sir. ULS used the word "surplus" to connote the word "used"

    yes. "used" not technically the same as "surplus".
    we should see how it is defined in the MVDP, if it is mentioned.
