Your cooling system was designed to operate with a thermostat, why don't
you replace the missing thermostat?

It is really pointless to concern yourself with the required normal temperature
without a properly maintained cooling system.

As you have said it takes a while for your engine to warm up.
So you have to fix that because that is where your cooling system is
experiencing a failure or inefficiency.

And with a proper coolant medium you will attain the normal engine temperature.

Check a service manual specific to your engine type.
