so, the problem was the blower and not the speed control?

yung blower daw may sira nag stuck-up. nung inayos nila yung resistor block, na sira ulit after ni try nila kasi yung blower daw may stuck up..

perhaps the motor bushings were already ground useless.
when run at low speed, the armature barely turned, and no air was pushed out.
when run at higher setting, the larger oomph caused the armature to turn faster, pushing more air, giving the semblance that it was functioning ok.
that being the case, motor replacement is the solution.
