[In 2018, Congress allotted P13 billion to the Department of Transportation for a state-of-the-art communications, navigation, surveillance/air traffic management (CNS/ATM) systems of the Civil Aviation Authority of the Philippines (CAAP). The system supposedly matches those used in Europe and Taiwan to ensure more efficient air navigation.
However, it turned out that the CNS-ATM system had no backup or redundancies in place because Tugade allegedly diverted the budget for its setup to non-essential civil works at NAIA.
Among the beautification projects allegedly prioritized by former President Rodrigo Duterte’s former classmate were the installation of electronic billboards and concreting of parking spaces for cars outside NAIA terminals.
