    no one has stated what is sea level. We have high tide, and low tide. 3 years ago, i started marking the calendar which months would have 1.8M or more high tides. At that time, there were only around 3 months in a year. In 2007, that jumped up to 5 months in a year. In 2008, it was around 8 months. For those 2Meter levels, it was quite rare. But for 2008, it has been more common to see that number. From what I hear, 2009 tides are higher. So what is sea level? If due to global warming the tides have gone up, so would the average sea level, which makes land more prone to be under sea level.

    For 2009, 1.8M minimum occurs in 11 months. with 5 months reaching 2 meters, some even 2.1. Take note major flooding in Manila occurs when there is heavy rains or typhoon coupled with high tide. you add up to half meter to whatever tide levels are at that time.

    The army engineers corps just seal off the three broken canals with permanent barriers and relocate New Orleans’ pump houses from inside the city to the lakeshore – at a cost of $3.1 billion. How are we going to do this in Manila?
