The simple and cheap way to lessen the traffic, why not adjust office hour time. (apply daytime saving on business)
currently most business/factories and school both operate at 8:00am to 5:00pm.
Philippine sunrise is around 5:30am
If business/factories will start at 6:00am and ends at 3:00pm
School opens at 8:00am and close at 5:00pm
Volume of commuters will split the time.
Office/factory workers whom does not want to be locked in traffic travel early, and it works for them, it should work for the rest of the workforce also.

my opinion.
there is no standard way to do it since most businesses operate on a 24 x 7 anyway.
it would just matter on the role of the department/employee in the business.
let's say, customer services is on 24 x 7. adjust the shift to have the first shift start at 10 am.
on human resources/admin, it can be done starting 10 - 11 am.
if sa banks, they can adjust from 7 am - 7 pm.
insurance companies, probably from 9 am - 6 pm.
schools, walang magagawa dyan, since may mga bata. stick with the 7 am - 6 pm schedule.
kami, on the IT sector, walang oras.... pwedeng as early as 7 am, pwedeng work at home.
bottom line is the cost dahil baka kailanganin ng extra shift, or paying night differentials, and the initiative of each vertical to make it work.

factory workers also work in shifts, imho. specially among the high volume production areas.
bottom line lang naman dito is distribution ng tao para ma accomodate ng public transportation like MRT or LRT.
kung titignan nyo ang mrt and lrt, waned ang tao pagdating ng 9 am - 3 pm.

It really depends on the business and whom they serve.
Our delivery trucks already go out between 6:00am and 7:00am depending on the delivery schedule and who they are going to delivery to. Sometimes the truck leaves 8:00am because the receiving department does not open until 9am or so and the compound does not let trucks in until then. On the other side, the trucks come back between 4pm and 7pm. We try to avoid overtime but often the cues at the delivery depots are very long.

Commuters will also suffer. These days, kahit 3pm na mainit pa din sa labas. Ayoko din umalis ng maaga sa bahay dahil tinatapos ko pa ung Doraemon.
Imagine na lang yung mga lugar na may mga industrial factory, as early at 6am nag-iingay na sila. It will be complicated talaga, technically, kasama sa pag unlad ng bansa ang traffic. They will compare Singapore with Manila? The cost of living there prohibits people from buying cars or even using them daily. IMHO

Anong school yang 8am? Lahat ng alam ko na school start classes at 7am.
I don't agree, magiging maaga lang ang rush hour, 1 hour earlier so sasabay yan sa time na papunta ako sa airport. Airlines don't adjust to dst.
Mas okay yung staggered time, some offices should start at 7, some at 8 and some at 9. And those with 24 hour operations should start and end on other times.
