the brake pedal is the better choice to step on, when starting an automatic.
when starting a MT, stepping on the brake pedal will still result in a rude shaking up, if the trans was in gear when the starter is activated. this will not happen, if it were the clutch pedal that was stepped on.
in either case, pulling on the handbrake before starting, is always a good move.
and yes, vehicles without a functioning handbrake should not be given permission to use public roads.

Passing LTO driving exam does not warrant safety over the basic operating principle of the car because technology evolves rapidly.
By reading the user manual before operating the machine, the manufacturer guarantees safety and functionality iff followed correctly. Ignorance and negligence by the operator is beyond the manufacturer's responsibility.
what i do is to look for the specific topic in the booklet, and limit my readings to that couple of pages only.
some owners are not lucky. their used cars came without that owner's manual.
there is value to listening intelligently to the driving school's lecture series.
but it is not easy, because the pupils therein aren't yet versed with their cars and the road rules, and probably do not know what the lecturer is talking about, because they can't connect...
