    He's got one thing right. Congress should really revisit those laws, because they're about 20 km/h too low for modern motor vehicles. Forcing a 20 km/h limit inside the city business centers is both a waste of gas and bad for business.

    If I recall my reading of the speed laws before, populated refers to residential. Not to business zones.

    All this strictness just because they want to penalize reckless public utility drivers. Another silly solution being done by the government.

    Madam, technically at a constant speed of 20kmh will get me from my house (better living ) to shangri all makati in around 35 mins, distance is 11kms....compare that to reality which is 3x the travel time
