Well just the sheer amount of dead vehicles should be a number coding itself.

Sana makisama ang Makati at San Juan dahil nasa State of Calamity tayo dito sa Metro. Sa dami ng nalubog na sasakyan ay siguradong hindi magsisikip ang lansangan sa pagkansela ng number coding.
Good & sensible move, BF.

MANILA, Philippines -- The Makati city government has lifted its number-coding scheme until Tuesday, its information office announced.
Joey Salgado, chief of Makati's public information office, said on Monday the two-day suspension was meant to help government units in their rescue and rehabilitation efforts for victims of Typhoon Ondoy.
The Metropolitan Manila Development Authority earlier declared a five-day suspension of the number-coding scheme until Friday, to allow the movement of all vehicles needed for disaster relief and rescue efforts.
The number-coding scheme bars vehicles from using Metro Manila roads on certain days of the week, based on the digits in their license plates.
