The DPWH will begin (finally!)of the long awaited Metro Manila Interchange Construction Project, G. Araneta Ave. (C-3) /Quezon Avenue (R-7) Interchange. Construction will begin mid/late June. Be advised to start looking for alternative routes.
Bautista upset over 2 projects of Public Works

QUEZON City Herbert Bautista is upset over the construction of an underpass and a flyover by the Department of Public Works and Highways on Quezon Avenue and Araneta Avenue, saying the twin project would cause traffic from Edsa up to Morayta Street in Manila amid the rainy season and the impending opening of classes.
Bautista met with some DPWH officials and traffic supervisors of Manila City to closely coordinate with them, and require the submission of a traffic management plan to ease up the expected bottleneck that would result from the construction in the next 15 months.
“The DPWH had already informed us about the bid-out of the projects, and that these would kick off in June, the height of the rainy season. Moreover, students will be returning next month,” he told the Manila Standard.
“That’s why I called for an interagency meeting to address traffic considering Quezon Avenue and Araneta Avenue are not that big.”
He said he has instructed Elmo San Diego, the city’s Department of Public Order and Safety head, to coordinate with the Metro Manila Development Authority and local officials within the barangays covered by the two projects.
Ric de Vera, chief of the DPWH-National Capital Region’s Planning and Design Section, said the department’s Urban Project Office would put up a 300-meter tunnel from Quezon Avenue in front of the Rapide branch up to Sto. Domingo Church (?), and a flyover on Sgt. Rivera Street corner A. Bonifacio Road along Circumferential Road No. 3 going to Araneta Avenue to connect Quezon City to Caloocan City.

Motorists should avoid the Quezon Avenue–G. Araneta Avenue intersection in Quezon City for the next few weeks if they want to avoid getting caught in heavy traffic.
Starting Wednesday, the busy intersection will partially be closed to vehicles in preparation for the construction of an underpass in the area.
The 440-meter-long, four-lane underpass is part of the C-3/Quezon Avenue Interchange Project and is expected to improve traffic flow in the area.
Alternate routes
The Quezon City government, the Department of Public Works and Highways and the Metropolitan Manila Development Authority, meanwhile, advised motorists passing through the area to take alternate routes with the intersection’s closure starting this week.
The agencies concerned, however, did not give a target date for the completion of the project.
Those who will be affected by the rerouting are motorists bound for Quiapo, Manila, coming from Edsa in Quezon City.
Also affected are motorists coming from España Boulevard in Manila and passing through Quezon Avenue on their way to Edsa and those who pass through G. Araneta Avenue on their way either to Sta. Mesa in Manila or Quezon City.

Given the nearby areas flooding history, why are they going to build an underpass?

Alternate routes are quite hard to come-by in that particular area IMO.
E. Rod - Araneta is bad already as is, same goes with Del Monte.
Actually, the underpass was designed to solve the flood problem of Espana and Araneta-E.Rod avenues... it'll be a new catch basin. QC's answer to the Lagusnilad underpass... bigger, better. :D

There is that small bridge that connects the Roxas District to Kaliraya St. and comes out at the intersection of Araneta Ave., where Funeraria Paz is located. Problem is its squatter infested and there is a market along the way. Yung mga market vendors nasa gitna na ng daan at nakaparada mga tricycles at PUVs. Once passed the bridge, OK na.
