Most company have multiple ISP to avoid this exact same thing. But they are companies that has an IT department on location. I wonder kung toll plaza ba nila have multiple ISP or isa lang since konti lang tao? Or iniisip nila magastos since madami toll plaza magastos kung lahat sila may backup connection. I bet they don't even have an IT personnel per toll plaza.
