Any method that obscures view of the license plate is illegal. That includes tinted plate covers (ako kasama dyan sa nag-pauso dati) and tilting plate holders.
Of course, what is illegal under the law and actually getting pull over for it on the street is two totally different things in Metro Manila. Just like retrofit HID headlights, ultrabright "fog" lights, tinted front windshields, wangwang on civilian cars, clear brake lights, non standard brake light colors, commemorative plates, to name a few other stuff that is considered "illegal".

bawal yan, tanong lang bakit ka naman maglalagay ng tint sa plate numbers mo? takot ka ba mainitan sila?

What for? The plate has its purpose of IDENTIFYING a car. So why the hell would you want to tilt or put tint over it?
It's a no brainer na bawal talaga ito. Commonsense lang.

You're better way off with a clear "For Registration" sign or no plates with supporting docs than tinted/tilted plates.
