    [SIZE=1]San Fernando City, La Union (31 January) -- President Gloria Macapagal-Arroyo Wednesday (Jan. 27) led the groundbreaking ceremony and laying of the time capsule for the Tarlac-Pangasinan-La Union Toll Expressway (TPLEX) Project at Barangay Subusub, Rosario, this province, as part of the many infrastructure projects under the North Luzon Growth Quadrangle. [/SIZE]
    [SIZE=1]The President arrived at the site of the groundbreaking and laying of the time capsule at exactly 2:25 in the afternoon with Presidential Management Staff Chief Hermogenes Esperon Jr. [/SIZE]
    [SIZE=1]The Chief Executive was received by La Union Provincial Governor Manuel C. Ortega, 2nd District Representative Tomas "Butch" Dumpit Jr., Department of Public Works and Highways (DPWH) Secretary Victor N. Domingo, Presidential Assistant for Northern Luzon Enrie A. Mendoza, DPWH Undersecretary Romeo Momo, DPWH-ROI Director Mariano R. Alquiza, PNP Police Chief Superintendent Constante Davis Azares Jr., PNP La Union Provincial Director S/Supt. Noli G. Taliño, Rosario Mayor Bellarmin Flores II, PIDC Chairman Rogelio Morga, PIDC President Samuel Lazo, PIDC Directors Ramon Ang and George Consunji. [/SIZE]
    [SIZE=1]In a brief message, Governor Ortega welcomed the President and her party during the program and thanked her for another project ? the Toll Expressway project which, he said, would be very beneficial to the province as this would stimulate economic growth and development not just for the province but for the whole region. [/SIZE]

    [SIZE=1]The Governor even mentioned that this Expressway project will reduce travel time for travelers coming to and from La Union and those bound for Ilocos Norte and Ilocos Sur. [/SIZE]
    [SIZE=1]TPLEX is a build-operate-transfer (BOT) project awarded thru bidding to the Private Infrastructure Development Corporation (PIDC), a consortium led by San Miguel Corp. and DMCI Holdings, Construction. [/SIZE]
    [SIZE=1]Undersecretary Momo, in a briefer with the President, informed that TPLEX is an 88.15 kilometer, four-lane travel way whereby design, financing, construction, operation and maintenance will be handled by the private proponents. [/SIZE]
    [SIZE=1]Phase 1 or the initial construction of two-lanes will start on the second week of February and is expected to be completed in two years, and Phase 2 or the expansion into 4 lanes is expected to be completed in five years after Rosario area?s problem on right-of-way (ROW) will be resolved. [/SIZE]
    [SIZE=1]Likewise, Mrs. Arroyo announced during the visit about the approval of the National Economic and Development Authority Board Resolution dated January 26 confirming the approval of the TPLEX Project. [/SIZE]
    [SIZE=1]Also, the President had a good siesta with the project contractors, consultants, local officials and the residents who lovely welcomed her. [/SIZE]
    [SIZE=1]She left the area at around 2:56 in the afternoon for her next engagement in Agno, Pangasinan for the inspection of the rehabilitation of the Agno River Basin which was destroyed by the typhoons that hit the region last year. (PIA La Union) [top] [/SIZE]

    Tarlac to la union? malayo yun ah! mukhang mali yung kwenta na 174M/km.
    3Billion/174M e 17kms lang?
    I'd think close to 100kms ang expressway na ito from tarlac to la union. meron na bang details ng route?
