ChevyChaser Here. Tell you something. I got my Non-Pro Lic in 1977 and until now, Non-Pro pa rin. Why? Dahil wala akong balak maging Tsuper o Driver ng Jeep, Taxi, Bus o Caro ng Funeraria. THAT is what PROFESSIONAL DRIVER's LICENSE mean. Pinagkikitaan ng hanap-buhay ang pagmamaneho. Just like a Doctor. Kailangan may PROFESSIONAL LICENSE.
Now, ever since I got my License, I have taught a good number of people how to drive using my own car (1975 Mit Galant HT): my wife at mga pamangkin niya. And the lesson included Traffic Signs, mga guhit sa kalsada at bangketa (Yellow paint or Red Paint) and Road Ethics.
Before I left last May, I was teaching my own daughter how to drive.
As far as the rules are concerned, A STUDENT MAY OPERATE A MOTOR VEHICLE WHILE UNDER SUPERVISION OF A LICENSED DRIVER AND IN POSSESION OF A STUDENT'S PERMIT.
It did not say PROFESSIONAL OR NON-PROFESSIONAL.
Naturally, Driving Instructors require a PROFESSIONAL LICENSE because that is where they derive their income from. A NON-PROFESSIONAL LICENSE DRIVER is LIMITED TO PRIVATE (GREEN /WHITE PLATE) REGISTERED VEHICLES Only.
So, kung di naman TAXI o PASSENGER JEEP ang gamit mo, kahit Dad mo o Kuya o PInsan o Kaibigan mo na Lisensyado, pwede ka samahan sa kotse niyo.

I think you can make things little clear for me. actually i dont speak tagalog so i was not able to understnd 100% of your email but i think i got ur point. but just to be sure,
*** does that mean a Student Driver is allowed to drive a car when accompanied by a non-professional licenced driver or it has to be a Professional licenced driver ONLY ?

Yan ang mahirap sa atin, simple lang naman ang actual exam, atras abante at konting liko lang naman. Nung kumuha ako ng Non-Pro sa San Juan LTO (beside Flying V Gas Station), may actual exam din and walang exempted. Mitsubishi Lancer Boxtype ang gamit namin so matigas din ang clutch, gummy shifting ng gears and pawis steering.
Nagkataon na puro mga babae ang kasama ko, so nung ako ang nagdrive, nakita nung nagpapaexam na marunong ako dahil ako ang humataw hehe kaya ang routine ko abante, u-turn (atras abante) tapos silang mga girls diretso lang. (teka biased ka manong ah pero ok lang).
What I mean is, ito ang legal na paraan para makakuha ng non-pro license hindi ba, at magandang pakinggan na nag-actual driving ka kesa nagbayad ka lang. (no offense sa mga nagbayad) peace! Sorry medyo OT.
Anyway, nung 2006, dad ko lang nagturo sa akin, pro license niya since may taxi kami dati (family car ang taxi namin dati) so walang sabit sa huli. I think kahit non-pro pwede nang samahan ang driver na student permit lang ang hawak.

like do the local city police have the same penalties/fines as the ones in MMDA or LTO?
or is it possible to confiscate my permit? or anything related to that.. I don't see kasi with my research that they can do those and I'm not sure if those government website including LTO's rules and regulations are updated
