    Another proposal that both rich and poor won't like.

    A member of the majority bloc in the House of Representatives has filed a bill that would require potential buyers of motor vehicles in Metro Manila to prove that they have a parking space before they can buy and own a car.

    Valenzuela City Congressman Win Gatchalian filed House Bill No. 5098 after anticipating that the current surge in car sales will further worsen the already nightmarish traffic congestion in the metropolis.

    “Although it is good news for the automotive industry, it is bad news for Metro Manila motorists and commuters who must brace themselves for slower traffic as more cars join the vehicle population,” Gatchalian explained.

    “And traffic congestion in the capital is worsened by the idle vehicles parked on the sides of streets, hampering the flow of automobile and foot traffic,” the senior vice chair of the House Committee on Metro Manila Development added.

    Gatchalian had in mind media reports that car sales in the Philippines are expected to reach 300,000 units by 2015, on the back of a robust economy, growing middle class and increased remittances from overseas Filipino workers.

    As of September, Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) members have sold a total of 169,727 units of vehicles.

    If car sales hit from 250,000 to 260,000 units by the end of 2014, CAMPI sees potential for vehicle sales to reach 300,000 next year.

    Under the “Proof of Parking Space Act”, Gatchalian proposed that buyers of brand new cars, whether individuals or firms, be mandated to execute an affidavit indicating the availability of an existing parking space for the vehicle to be bought.

    The said affidavit shall be certified by a notary public.

    "Any financially-able purchaser of a motor vehicle can be presumed to be able to provide a parking facility for his vehicle," Gatchalian said in his bill.

    Gatchalian pointed out that motor vehicle owners should be made responsible to provide a permanent parking space for their own private vehicles, whether this is made an integral part of their house or building structure or a leased facility.

    “The street is primarily intended for vehicular or foot traffic and should not be appropriated as personal parking spaces for these vehicles," he said.

    Filed last week, the “Proof of Parking Space Act” also orders the Land Transportation Office (LTO) to make such affidavit a prerequisite in the registration of vehicles.

    The LTO, the Metropolitan Manila Development Authority (MMDA) and concerned local government units are mandated to make ocular inspections in implementing the Act.

    Owners found making untrue claims shall have their vehicle registration revoked and will be banned from registering a motor vehicle under their name for three years. Violators will also be fined P50,000.

    LTO personnel who allowed the registration of vehicles despite knowing the falsity of the affidavit or without the required document shall be suspended for three months without pay.

    Gatchalian recalled that in Singapore, vehicles cannot be parked in public roads.

    "Singapore serves as a model to the Philippines in terms of regulating vehicle traffic and protecting pedestrians. There are different road signs that drivers should strictly follow or else face fines of up to S$300 depending on the weight of the vehicle," Gatchalian said. (Monica Cantilero)

    dapat noon pa ginawa yan eh..

    eh pano malalaman kung totoo or hindi na may parking?? sino mag che check? i check ba nila isa isa yan??

    dapat lahat nang sasakyan na naka park sa public roads i tow..

    tagal ko na ito sinasabi at matagal na to dapat ginawa. dami kasi bahay ginagawang extension ng bahay yung garahe tapos mga kotse papark sa kalsada. dapat kung ilan kotse lang kasya sa garage mo ganon lang pwede mo bilin kotse. kung wala ka garahe di ka pwede bumili ng kotse.

    Hehe gaya ng malapit sa amin... Tatlo sasakyan nasa garahe while yung tatlo pa nyang sasakyan nasa kalsada.

    Mahirap na yata yan maipasa. Andami na kasi masyadong sasakyan na naka-park sa kalsada. Lagyan na lang nila siguro ng parking fee. Saka nakaugalian na pag walang grahe eh okay lang sa labas na lang nila ipapark, which is obviously wrong.

    di pa nga ginagawa mahirap na anong klaseng pag-iisip yan?

    Could be doable if they just charge people who park on the street with a certain monthly fee or so. The higher the traffic volume, the more expensive it will be.

    sa yellow plates, matagal nang requirements yan... requirements ang picture ng garahe + titulo ng lupa ng garahe or lease contract pag hindi sa owner ang garahe...

    Meron ako kilala 3 cars nila, 2 cars naka garahe at 1 car naka parallel park sa tapat ng bahay. Now ginawang extension ng bahay yung 2 car garage at yung 3 cars nila perpendicularly parked na sa tapat ng bahay. Sikip tuloy sa street.

    Kung wala parking? Umupa ng pay parking. Gawin religious ang towing sa mga nakapark sa kalsada. Taasan ang tubos! Ewan ko lang kung wala sumunod dyan.

    and yet it is the politician from a barangay counselor to barangay captain to mayor to congressman to governor to senator to judge to justice to under secretary to secretary to commissioner to government executives to nbi to policeman or anyone they think they have some sort of right or authority, who occupies space and parks illegally.

    Sorry sir. I mean mas madali siguro kung pay parking fee na lang siguro ang ginawa nila. Taasan parking rate, at I-tow kung hindi makakabayad.

    pwede naman pay parking kung public road, like sa developed countries may parking meter. pag kumililing yung parking meter na tapat ng kotse mo kahit midnight lalabas ka para maghulog ng coins.

    pero unahin nila dapat yung mga puv na nakabalagbag sa kalsada. like sa visayas avenue ginawang 4 lanes yung kalsada pero 3 lanes occupied ng mga jeepneys. titigas pa ng mga ulo kahit businahan mo tuloy lang sa kwentuhan.

    dami pa pasikot sikot nyan, pati yung mga may sarili naman garahe kaylangan pa dumaan sa mga requirements.
    bakit hindi nalang diretso sa target, sitahin na agad yung mga nakaparada sa kalsada.

    Mismo. Daming PUV na wala naman parking. Saka kung iimplement pa lang yan eh di affected lang yung mga bagong bibili. Dapat ang puntiryahin nila yung mga nagpapark mismo sa kalsada ngayon. Mag surprise towing sila isang araw, for sure milyon kikitain nyan for the whole metro manila.

    Pero, take note that PUV's are driven by the bobotante's.

    Sigurado target ng mga yan is middle class.

    It's like those smoke belching campaigns ....

    I agree! bakit di nila isama yung mga PUVs na ginawa ng parkingan ang kalsada. Tingin ko yung bill na instead mag focus sa mga future buyers of brand new cars. I-revise nila in a way na yung focus ay di lang limited dun. They should also add towing of cars on a daily basis for those who parked in public roads like PUV's or other cars as well. Ewan ko na lang pag di pa lumuwag ang daan dyan.
