got it in another forum. #6 should answer your question.

Subject: New Traffic Rules on SLEX (South Luzon Expressway)

    1. Speed limits - min 60 kph, max 100 kph, be careful to observe this
speed limit. They have
speed radar with telescope which can see you hundreds of meters away
whether you're under or over speeding. You can break the rules on some
segment but better to observe it because they are really dead serious to
implement the law inside the SLEX.

    2. Emergency Shoulders - don't pop out on the right and take this as the
faster lane. In some stretch, biglang may haharang sa iyo and you may
not be able to handle your brakes and accident may happen. They are that
    crazy, believe me.

    3. Yellow with White Lines approaching the exits - Go inside this line
kung e-exit ka na. Avoid abrupt swerving or riding on this lane kung
hindi ka e-exit sa next tollgate. Gustong-gusto ng PNCC men manghuli dyan.

    4. Abrupt Change of Lanes - May mga PNCC men on pick-up trucks na
naka-monitor sa mga ilalim ng overpasses. Normally nanduon sila sa mga
may vantage view na kitang-kita yung stretch.

    5. Littering - got an extra 1,000 pesos dun ka magkalat sa SLEX mas
    maganda.

    6. Checkpoints or Radar Enforced Segments - On the last post of the
Skyway in Bicutan, duon sa on and off ramp ng Skyway, may spotter dyan,
approx.
Rosa, Sa may Cabuyao, Silangan and all the way to
Calamba. They may not be there all the time pero iyang mga lugar na yan
    ang checkpoints.

    7. Sa Skyway - they'll just compute the time it takes you to enter the
Skyway until the time na mag-exit ka. They've set standard times so kung
napabilis ka, may TVR ka agad.

    8. Lights - Busted Signal lights and Brake lights, Dirty Plates are a
violation inside the SLEX. May TVR ka rin dyan.

    10. Bribery - Never attempt to bribe those PNCC men, they know their
job. Period! Now, paano ka nila mahuhuli? Since they have telescope and
radios, they can see way, way far ahead and scan your speed of course if
    you're
going under or over, they'll radio you on all exits plus dun sa roaming
enforcers nila. Magugulat ka na lang they'll send you on the side and
ask for your license and give you a TVR, lalo na sa exits. Pag-claim ay
problem rin because they'll send it to LTO East Avenue and after a week
    mo pa matutubos yon.

IN THE FUTURE, they'll have disguised vehicle sa SLEX which is fully
equiped. You'll never know na huli ka na cause they'll just use their
high-speed cameras and get a front clear shot of you plus your car and
your plate number with speed written on it, dates etc, all digitally
encrypted. They make use of the LTO system to locate your address and send
    it to you there.

Passed by yesterday and today in SLEX, I think most people are following the 100kph rule although may ilan ilan rin na nasa 120kph at least.

Probably over the course of a week. I don't see that many being apprehended.

Hopefully they'll continue to enforce the minimum limit. It's so much nicer when you don't have to avoid dilapidated vehicles doing merely 40 on the highway...

RE: Skyway. Too freaking dangerous. South of Bicutan the surface is very ripply, and if you drive at high speeds, it's too easy for a heave to push you sideways into the barriers.

    Ang pagbalik ng comeback...

Why? Are you intending to break the speed limit?

I wish they increase the speed limit to 110 or 120 kmh. 100 is just too slow. I can live with 100 kmh speed limit but I dont like it.

The thing that really annoys me are cars, trucks and jeeps that keep hugging the overtaking lane when they are running at 60 to 80 kmh and there are no cars infront of them. Pls move over and let others pass. Dont force us to overtake on the wrong lane! Fing idiots! I encounter these idiots every week both on SLEX and Star.

Its actually worse on the Star toll way from Lipa to batangas City. Overloaded trucks travelling at 40 kmh will back up traffic for a long while. Its dangerous to overtake bec its a single lane highway. STAR TOLL operators, pls pls pls apprehend or dont let over loaded trucks use your road.

I went through the SLEX last Sat on my way to Silangan. Having read about the speed limits, I decided to take advantage of the Skyway by hitting 140-160, but upon reaching Alabang, I activated cruise control at 100kph, stayed on the fast lane and noticed that there were still a lot of morons who hog the overtaking lane, going lower than 100, forcing me to accelerate to 120 on the fast lane para maunahan ko na yung mga tanga. Then, there are still a lot of weavers - cars coming from the slow lane at speeds beyond 100, weaving all the way to the innermost lane. When I got off at Silangan, walang nanghuhuli, making me wish that the idiots I saw got their rude awakening when they got to their toll exits.

For those wondering where the speed traps are located, click on this: Motorists warned of SLEx speed limit | ABS-CBN News | Latest Philippine Headlines, Breaking News, Video, Analysis, Features

MATES Operations Manager Patrick Nicholas David said 82 closed circuit television or CCTV cameras will monitor the violators.

David added they have been implementing the speed limit before CCTV monitoring but have added 2 laser radar guns.

The speed guns are stationed at 5 marked areas namely: Mamplasan, Southwoods, Greenfield, Silangan and Cabuyao.

Cameras can also capture photographs of cars caught violating the speed limit.

Just curious. Given that NLEX also have lots of CCTV cameras to monitor the expressway and whenever I am driving at speeds between 150kph to 200kph, I never got caught at the toll exits.

Of course, this is at least over a year and a half ago, but my main point, I don't think the CCTV would aid much in getting speeding violators caught. If they were effective in catching speeders, why is the SLEX getting two laser/radar speed guns with video capabilities?

Because their CCTVs are just standard CCTVs. I think the main purpose of those CCTVs are to monitor the roads if an accident happens. I don't thinks those cameras are capable of capturing the speed of a vehicle.

At bakit pag Sundays walang nanghuhuli?

Nagpapatunay lang na mahina ang implementation natin regarding road rules and a lot of drivers lack the knowledge on these rules. Example when you're hugging the overtaking lane may patrol agad na bubuntot sayo para warningan ka or hulihin na mismo.

Drove at SLEX yesterday and made a mental note to stay between 80-90 kph, with only occasional bursts to 100 kph to overtake laggards. Observations:
    1. There are still a couple of drivers who definitely exceed 100 kph: I was overtaking a Besta at 100 kph when two SUVs (too fast for me to notice the make) just buzzed by like they were playing tag. And they were weaving all over the place.

    2. There are also a lot of sloooooww vehicles hogging the overtaking lane. At one point, I was doing a measly 80-85 kph on the regular lane and I overtook a Honda City that stuck it out on the overtaking lane. Tsk, tsk.

    3. Buses are still driven by maniacs weaving all over the place in excess of 100 kph. Can't they stick to their freakin lanes?!

    4. Driving 80-90 kph on SLEX is good for the fuel tank, got a Tucson 2.0 Theta II to hit 7.8 L/100 km even with a few overtaking bursts, *lol*

I think the SLEX will stand to benefit from having a bit more visible patrols to discourage the speedsters, weavers, and laggards.

I don't mind these drivers/vehicles doing more than 100KPH, as they're responsible for their speed.

However, it is a lot safer for them to stay on the passing lane. Let the fast ones get ahead.

So, the real problem here are those drivers hugging the passing lane, whether they're already at 100KPH,- forcing these high speed vehicles to weave in and out to pass them

I too don't have problems with vehicles going past 100 kph... if they stay on the overtaking lanes. The ones I saw were all over the place and it's not just that they were overtaking the other vehicles... they were like playing tag or simulating a car chase with their antics... too dangerous and stupid.

(take note, nakapag 120kph pa ako dun a, banda sa may susana heights area to overtake a nissan urvan)

120 km/h is safe. They'll allow for people doing 120 to overtake. It's when you constantly overspeed that they tag you.

    Ang pagbalik ng comeback...
