Yes i was indeed wearing my seatbelt while I was driving, cos im a bit paranoid when it comes to accidents so i take all precautions since my steering wheel isnt equipped with airbags, they wouldnt even be able to determine that i wasnt wearing one bcos my window tint is ridiculously dark, i even wish my windows werent bcos then it wud have been easier for them to see that i was indeed wearing one wyl driving, but you know if the seatbelt law appliesto a car that is either in motion or at rest then so be it ill take the penalty, but if it isnt, i just find it unfair, when it comes to things like our lisence and plates they give all the excuses and delays in the world, but when it comes to these dishing out of violations and fines their quickness and punctuality is through the roof.

then learn your lesson. when flagged down keep your seat belt on.
then that sets it off, your ridiculously dark tint, they couldn't see if a good person or a criminal is inside the vehicle... you should only remove the seat belt when the vehicle is not on the road... your so paranoid with safety but did not think that seat belts are still needed in case you are rear ended...
so there you go, not wearing of seat belts while operating a vehicle...
Ang turo sa akin noon pag upo mo at bago mo isaksak ang susi uunahin mo muna ang seat belt. Ang pinaka huli mo naman gagawin bago bumaba ng kotse mo ay ang pag tanggal ng seat belt.
Kung pag hinto mo tinangal mo ang seat belt mo iisipin ko talaga na di ka naka seat belt at palusot lang na kakatanggal mo lang ng seat belt.
Hindi normal na bigla mo agad tatanggalin ang seat belt mo the moment na huminto ka. Anyway alam naman ng Diyos kung sino ang nagsisinungaling. Si enforcer ba o si driver.
Like i said i know what i did, so if the law says that seatbelts must be on wther in motion or not, then ill just pay d fine, lesson learned for me
I learned this from an Australian guest years ago. He would always put the belts on before I start the engine & wouldn't take it off until I shut off the engine. The car doesn't have to be on the road. As long as the engine is turn on, you & your passengers should be belted down. Think SUA.

Seriously, If you wish to contest the ticket at the LTO you may do so but IMO just wasting your time. You have to prove a factual evidence to LTO as your defense against the TE such as his claimed. the burden to prove is in your side given in this situation. for instance in other situation, the burden of proof may required of the accuser is to prove the guilt of the accused. but based on my experience ang taga LTO pinoprotekhan din nila kanilang "kabaro". Therefore your contest may be dismissed without having to put on any factual evidence. Goodl luck.
