New car pooling proposal may curtail rights, lawyers say | ABS-CBN News
Speaking to DZMM, former University of the Philippines College of Law dean Atty. Pacifico Agabin said the proposal, if approved, may violate a person's right to property.
It may also be considered discriminatory to the poor, since those who can afford to hire drivers will have an advantage over those who cannot afford one.

case in point: salesman madalas magisa lang pag bumibyahe papuntang customers nila. so bawal na sila mag edsa. oo, puwede sya mag taxi, mrt, etc. pero dahil mahirap sumakay at siksikan, dugyot na sya pagdating sa customer meeting. pag nag uber naman e di same lang din nagkaroon ng dagdag na sasakyan sa daan. kung lahat ng apektado mag uber or grab, e di dadami lang din mga yun at puno pa rin ang edsa.
note: hindi ako salesman at bihira lang ako dumaan sa edsa. hindi lang talaga ako mahilig sa shortcut solutions.
kung tutuusin isa lang naman ang root cause ng traffic and congestion sa metro manila: poor urban planning. dyan nag ugat lahat ng issues natin regarding traffic and other issues na unique sa major cities.
so ano ang short term solution na naiisip ko? it's better to give incentives to car drivers with multiple passengers by providing an express lane like in other countries. mga single occupied cars ang magtiyaga sa trapik. the problem is our roads are not wide enough to implement this, so it all goes back to urban planning. dapat dyan mag focus para magkaroon ng long term solution. the only realistic solution left is to improve our mass transport system para mas piliin ng tao yun kaysa mag drive. it should be government owned para easy to manage and control. ang problema madami ang masasagasaan na influential personalities na may hawak ng negosyo sa mass transport (e.g. bus franchise, uv express, etc.).

sir, i agree with you na dapat long term solution ang gawin and one of the solutions is to improve our curernt mass transport system..pero considering the current effect of the traffic na everyday na binubuno ng mga tao, mapa private or public commuters, parang kailangan ng kahit papano eh mabawasan ang traffic sa mga main roads, and yun ang sa tingin ko ginagawa nila that's why may mga proposals na ganito..malay natin, baka maencourage ang mga private owners na mag car pooling, mabawasan kahit papano ang traffic di ba...

October 11th, 2017 01:09 PM #47I also agree that we need to have a long term solution but I think the traffic enforcers are also doing test kung ano ang magiging effective.
Ang problem lang na nakikita ko sa mga solution nila is wala silang figures na binibigay, like kung ilan ba ang cars na walang passengers sa edsa, ilan ang mabaabawas kung implement natin to, yun ung nakukulangan ako sa solution nila wala masyadong data na binibigay parang trial and error lang.

Why do they keep on insisting laws that will be hard to enforce? Mas ok pa yun expanded number coding na bawal the following numbers on the day of the week:
Monday - 1,2,3,4
Tuesday - 5,6,7,8
Wednesday - 9,0,1,2
Thursday - 3,4,5,6
Friday - 7,8,9,0

for comparison:
coding and other similar schemes - easy to control as they just have to inform the public and enforce
constructing roads and highways - not easy to control since there's budget constraint and the benefits will be felt only after the construction is done
improve mass transport system - not easy to control because the real solution will affect franchise owners and other influential individuals
provide incentives to businesses to expand or relocate outside metro manila - not easy to control as it takes a long time to draw out the plan and it will take longer to reap the benefits
so it's easy to see that those in charge right now are only focusing on quick wins. yung mga easy to control tsaka instant and effects. but it will only work for a while kasi pag maluwag na ang daan, bibili pa rin ng sasakyan mga tao. as long as metro manila is congested, it will only get worse.
mapapansin nyo mga mas matagal to implement tsaka mas mahirap, yun ang totoong solusyon. kaso iwas ang mga gov't officials dito dahil ang benefits tsaka credit mapupunta lang sa next administration. yan ang dahilan kung bakit obsessed sa shortcut and quick solutions ang nasa posisyon. sadly, ganyan talaga ang kultura dito sa pinas across all government levels. kahit naman mga tenured officials kailangan pabor para sa mga nasa temporary position ang mga proposals nila kaya short term pa rin mga iniisip.
