    MMDA mulls QC gov't proposal of allowing trikes to ply along EDSA

    Metro Manila Development Authority (MMDA) Chairman Francis Tolentino said the lives of tricycle drivers and passengers might be put at risk if his agency agrees with the Quezon City government’s proposal to allow tricycle drivers to travel along EDSA.

    In a report aired on 24 Oras, Tolentino expressed his misgivings about the Quezon City Council’s passage of a resolution requesting the MMDA to lift the ban on tricycles from operating on national roads and highways.

    “For safety reasons, hindi talaga sila (tricycles) pwedeng tumakbo sa malalaking lansangan. Tingnan natin [kung anong mangyayari sa proposal] pero sa akin, offhand, ay baka hindi talaga pwede,” he said.

    Under a 1990 MMDA Ordinance and a memorandum circular issued by the Department of Interior and Local Government (DILG) in 2007, tricycles can only ply their routes along non-congested city and municipal streets to avoid accidents.

    Data from the Quezon City government show there are around 24,713 registered tricycles in the city that are prohibited to operate along national roads.

    In a statement, 2nd District Councilor and Minority Leader Eufemio Lagumbay, the ordinance’s main proponent, said preventing tricycles from plying along national roads negatively affects the drivers’ income because it decreases the number of commuters who ride tricycles because of the limited number of destinations they can reach.

    “The construction of national roads within the city that manifest economic progress brings inconvenience to the tricycle patrons who do not have a choice in seeking any public transport that will comfortably deliver them to their destinations—a destination cut short because of the existing national thoroughfares in the area,” Lagumbay said.

    Lagumbay argued that although three-wheeled motorized vehicles are prohibited from using the national roads, the DILG circular permits the city government to pass an ordinance to allow public transportation vehicles to operate along national roads if there are no other alternative routes in their locality.

    Tricycle drivers, meanwhile, greeted the Quezon City council’s proposal with mixed reactions.

    Tomas Paguirigan said allowing tricycles to ply along EDSA will benefit both tricycle drivers and passengers.

    “Makaka-menos kami sa gasolina at mapapabilis yung paghatid namin sa pasahero,” he said.

    A tricycle driver whose route passes through Mother Ignacia Avenue, however, said he is not in favor of the ordinance because it might just put both the driver and passengers of the three-wheeled vehicle at risk.

    “Kahit anong ingat mo sa pagmamaneho, kung ang kasunod mo namang mga bus at sasakyan ay di ka makita, ikaw rin ang madidisgrasya,” he said.

    In 2010, at least six people were injured after a tricycle collided with a utility vehicle while speeding along EDSA on Halloween night. — VC, GMA News

    manila is trying to rid its streets of this pest. and QC is legislating its legality in what is arguably the busiest street in metro manila.. probably so citizens can ride it between north edsa, trinoma, and centris..

    Ohh, let me post yun comment ko sa Facebook regarding that article:

    A classic example on why I'll never vote. It's useless. Most voters vote in the most idiotic candidates in power.

    Look at the guy.. he's 9 years as a councilor and only passed 3 ****in' ordinances. One is an anti-bullying law, one is a one-peso cinema ticket hike to benefit his boy scouts, and the last "milestone" legislation involves renaming a school from Payatas A elementary school to Melencio Castelo Elementary School. Seriously, naming a school after a political dynasty clan? That's OUR ****in' money.
