If we'll base it on the sign, does it mean we can always turn right on red by default?

No you can't... Madami lang talaga pasaway.
But if it says turn right anytime with care tsaka lang pwede
So yang sign na "no right turn on red" eh specifically nilagay lang talaga for the pasaways?
It cause confusion kasi, maybe akalain ng iba by default pwede kang mag right kung wala namang "no right turn on red".
Parang gray area ito na pwedeng abusuhin (both motorists and traffic enforcers).

I am confused. I thought turn right anytime with caution as long as there is no sign that says "no right turn on red signal"
Be that as it may, even if you're free to turn right with caution, it also implies that pedestrians crossing at that corner has the right of way. So you can't blare your horns at them, even if you think that you're making the turn legally.
para maiba...
actually sa makati, based on traffic ordinance, you can turn right on a red light provided walang sign that indicates otherwise.
Pwede mag right turn on red as long as there in no sign that says "no right turn on red". International road rules yan, walang gray areas dyan it is very clear.
pag yung traffic light ay walang arrow indicator (tulad sa kanto ng e.rod and the road towards timog ave.) ay ina assume kong for vehicles going straight lang ito. besides, most major intersections have this island on the corners to separate the right turning vehicles from those going straight.
Ang gray areas po dyan is why do they have to put turn right anytime with care if pwede nman pla sa lahat as long as walang no right turn sign. Confusing right? 2nd, just for you to know, may mga nanghuhuli kahit n walang sign ng NO RIGHT TURN ON RED. It has been posted on the other thread. Paseo ng right ng ayala going to mkati ave. Inexplain s knya n always stop on red. My brother also have the same experience with MMDA. Guys, what we are asking here is the traffic rules in the philippines not your opinion. If you you have the handbook o sa mismong traffic kayo assign, masasagot niyo ung tanong. If no one can answer this, we will always be at the mercy of TE to decide whether it is right or wrong.
what the law does not prohibit, it allows. if no signage, then it is allowed.
sometimes, we have to show them that we know the rules.
some signs are meant to warn motorists of potential danger. no big deal, really.
years ago, i was "accosted" for turning right at an intersection with no signage.
"kumanan po kayo sa red light."
"opo. buti na lang, hindi bawal."
"sigo po. drive safely."
