Panay Railways rehab attracts big investors
Panay Railways rehab attracts big investors

Two blue chip firms, a land developer, a Korean group and several Iloilo-based investors offered to rehabilitate the defunct Panay railways system from Iloilo to Capiz.
Cezar Capellan, Panay Railways Inc. (PRI) director and officer-in-charge, said the interested investors include the group of Manuel V. Pangilinan, San Miguel Corp. and Ambassador Jose E.B. Antonio of Century Properties.
A group of Korean businessmen and a corporation of Iloilo businessmen are also interested in the P16-billion railway revival project, Capellan said.
Pangilinan heads Metro Pacific Investments Corp. which has interests in telecommunication, print and broadcast media, toll way operations and power sector.
Aside from food and beverage, San Miguel has investments in airport development, power generation, oil refinery and distribution and land development.
San Miguel’s investment arm, San Miguel Holdings Co., owns 93% of TransAire Development Holdings Corp. (TAHDC), the build-operate-transfer concession holder for the development and operation of Caticlan airport, gateway to the world-famous Boracay resort island.
TADHC holds the exclusive rights to modernize and expand the airport.
Century Properties founder and CEO Ambassador Jose “Joey” EB Antonio the developer of Essensa condominium in The Fort. He is also developing the 3.4-hectare Century City in Makati (with affordable condos like Gramercy Residences and Knightsbridge Residences), and the 17-hectare Canyon Ranch community in Carmona of Cavite province.
PRI eyes to start rehabilitation of the Iloilo-Capiz railway line early next year and will cost around P16 billion.
The project will be implemented through public-private partnership (PPP) or build-operate-transfer (BOT) scheme after the Department of Transportation and Communications headed by Capiz native Manuel “Mar” Roxas III nixed the railway revival as “too expensive.” (With reports from LCPendon)

    Toll Highway in Panay mulled

    By Alex A. Lumaque

Friday 9th of March 2012 ROXAS CITY, Capiz, March 9 (PIA6) – Transportation and Communications Sec. Mar Roxas II revealed that a study is underway for the feasibility of a toll highway instead of the revival of Panay Railways Incorporated (PRI) in Panay Island.
“Panay Island will be more interconnected if toll highway pushes through,” Sec. Roxas said during an interaction with local tri-media practitioners last March 8 here.
He added that the project will be like the North Luzon Expressway (NLEX) which provides convenience, safety and shortened travel time for motorists and travelers from Metro Manila to northern Luzon provinces.
A toll road is either privately or publicly built road for which a driver pays a fee for use.
Roxas, who graced the inauguration of the new office building of Bangko Sentral ng Pilipinas – Roxas City Branch, stressed that economic activities in Panay Island will be spiced up upon the realization of the plan.
The Capiceño cabinet official also reiterated his lack of interest to revive the railway system, saying that the plan is “uneconomical.”

‘Let’s use the people’s money wisely,” he emphasized, adding that railways will not be beneficial when it comes to trade as Iloilo and Capiz have the same products.
The Secretary also cited that the two provinces are already accessible by buses and vans with the establishment of several road networks which makes land travel easy and convenient.
