YES. if there is a traffic light at the corner in addition to the traffic light at the center then that is the same as having a "no right turn on red" sign.
confusing lang kasi dapat may arrow talaga yung traffic light, dapat red and green arrows pointing to the right, same as red and green arrows for left turn.
Lol kahit sa japan wala kang makikita na arrow sign sa traffic light pero kung tatawid ka sa kabilang linya (kung sa pinas mag t-turn left) ay meron sa malalaking intersection. Kaya i think its common sense nalang pero dito sa pinas nacoconfuse din ako kasi nuon huminto ako kasi red light. Pero yung mga nasa likod ko binusinahan ako lol...

May mga intersections na may raised terrain/island or whatever it can be called dun sa likong pakanan where there's a traffic light also placed there kaya hindi naman siguro necessary na porket red yung sign eh it means na you cannot turn right during the duration so magtataka sila. Mostly pag may sign na 'do not turn on red signal' eh yun susundan nila.
But then there are streets in Makati such as:
Pasay road cor. EDSA and N. Garcia (aka Reposo) cor. Buendia that have corner lights but have no "no right turn on red" signs and the enforcers themselves will even wave you to turn right.
Then there's Perea cor. Paseo de Roxas (just past Greenbelt 1) where there's a corner light AND a "no right turn on red". Wouldn't the sign be redundant?
Then there's Parkway drive (The Link) cor Makati Ave where I was flagged down for turning right on red. Corner light and no "no right turn on red" sign.
Confusing AF, right?
Hindi kaya a red stoplight on a corner is the same as a fixed STOP sign? Meaning you should make a full stop, check the road, if clear then proceed?
if we are to follow international road rules then there should be no confusion.
it is those makati enforcers that are confusing the rules. gawin mo ba naman implementor ng law yung wala naman alam tapod kulang pa o walang training. it is also very possible that the leadership of that organization also do not know the rules.
Malas mo lang that time.

Mukha nga. Kaso pano mo naman kokontrahin ang enforcer sa ganung sitwasyon? Baka lalo ka lang idiin na may violation.
Nag-google rin ako ng rules regarding "turn on red" at mukhang iba-ibang city (aside from the countries themselves) may kanya-kanyang rules. Yun nga lang dito sa pinas iba-ibang enforcer, iba-iba rin ang interpretation ng batas.

Kapag nakalagay lang ay "no left turn", bawal na din mag uturn?

Naguguluhan ako sa intersection ng Aurora Blvd (Tramo, Pasay) at Airport road. May sign na no right turn at red pero all the time kumakanan ang mga nasa middle at rightmost lanes.
Para ma-avoid ko na lang na hindi mabusinahan, I stay on the middle lane. Kaso yung middle lane naman may arrow na for left turn only. What's more, many vehicles make right turns from the middle lane din.
Sa mga madalas dumaan don, papano diskarte nyo?

rightmost lane, stop ka if go yung cars coming from T3/airport road is green, Turn right if nag left turn na yung cars coming from Airport road/domestic Terminal.
Wag ka mabahala dun sa mga bumibisina sa iyo, sumusunod ka naman sa tamang batas.
Hindi naman sila ang magbabayad ng penalty pag nahuli ka.
