As what I had said, pag wala yung sign, pwede kang kumanan kahit red ang traffic light, but with caution/care. Now, provided nasa right lane ka at wala kang intention lumiko at may sasakyan sa likod mo na kakanan, bubusinahan ka niyan at pag nagkataong may TE around the area, pwede kang mahuli for obstruction. Kung i-cocontest mo sa TE na naka-red ang traffic light, sasabihin niyan sa iyo na, oo naka-red nga, pero wala naman nakalagay na bawal lumiko, kaya in the end, pwede ka niyang ticketan.
Now, kung may sign na "no right turn on red signal", yan talaga ang bawal. Pag lumiko ka, at may TE, huli ka. Now, paano naman kung may sasakyan sa likod mo tapos gustong kumanan? You have the right na hindi kumanan at hayaan mo siyang businahan ka ng businahan. Pag di tumigil kakabusina, babaan mo tapos pakita mo yun signage sa driver nang matahimik.

Bottom line for me -- if hindi ko kabisado yung 'rule' for that intersection, I stop and wait for the green light before proceeding (with matching right turn signal).
Kapag binusinahan na ako nang matagal ng mga nandoon sa likod ko, I can almost assume it is safe to turn right kahit naka red hehe.

agree 1 & 2 but 3 & 4 totally disagree here. As far as I know no exceptions for gov't vehicles. same rights lang ito ng private/PUV etc... kapag NO RIGHT TURN ON RED SIGNAL pero nag proceed ang private vechiles ay may violation ito. kung ang rason ng motorist, eh ngpotpot nasa likod kong gov't vehicle at bakit ako lang ang hinuli mo? sagot ng TE di ko mahuhuli yan dahil nag iisa lang ako at saka ikaw ang unang nagviolate ng traffic sign...

Yup,- but with caution. Yielding to oncoming traffic and pedestrians... That's the international law....
Dapat nga wala na ang mga signs na iyan,- pampagulo lang sila... But more importantly,- kulang sa disiplina kasi ang mga Pinoy drivers.- basta nasa unahan sila,- isasaksak ang kanilang sasakyan.... Hindi marunong ng "with caution" at "yield"....

If there is no sign of " No Right Turn On Red Signal" even the traffic light is lit red and you turned right with care on a National road. Wala ka dapat na maging traffic violation. And all I know that simple rule applies internationally. The "Red Light" in a traffic lights means "STOP" to all vehicles bound crossing through an intersection, and not to all vehicles turning right, unless, there is a "road sign" mostly posted at the right side of the road, telling you not to turn right on red signal.

May significance ba ang placement ng traffic lights? Like for example may traffic light on a post at the corner of an intersection, does it mean no right turn on red?
I recall one time when a Makati enforcer flagged me down for turning right on a red signal. There was no "no right turn on red" sign. He said something about there being a stoplight overhead (which was apparently for those crossing) and another on the corner (for right turners, I suppose) so I shouldn't have made that turn.
