Nakita ko yung Accord na yan sa Makati.
Tanghaling tapat naka-ON yung HID sa fogs.
Actually ang ganda nung Accord, palit rims pa. Heavily tinted.

Running with lights on during daytime is pretty normal nowadays. It has been proven since the 80's to reduce accidents and increase visibility. Makes me wonder why it's taking so long for us to catch up on this. Sweden, Canada, and most of the U.S. require this already either via the standard headlamps or high intensity amber markers.
Shell, Victory Liner, and other companies actually require their drivers to drive with the headlamps on whatever time of the day it is.
Private car owners even shell out tons of cash (around Php10k) for fancy LED daytime running light kits. The regular lights work fine for me.
But still, not an excuse to drive with no license plates since the law requires such.

i'm thinking maybe the owner of the car is just maximizing the given permit which LTO usually issues for new cars with pending plate #? i don't know what do we call for that permit but it's normal for all new cars right?
But the question is, i saw the car almost two months ago (if i remembered it correctly) and the last time i saw it when i was at greenhills ( january 1, 2012 ). does issuing the plate number will take that long? or the owner has the plate # already and just waiting for the permit to expire before it will replaced with the registered plate?
