Is it true that by November the No plate No travel policy will be implemented already?

that was also the much-ballyhooed official communication, several months ago.. and we all know where that went..
with all these so-called "warnings", i, too, am confused.

Heard also of the no registration no travel policy. So how will they implement? I guess they will flag down vehicles with no plates and check OR CR. So pano na lang kung in every town or city madaanan mo you will be flagged down. Hay naku ang gulo talaga
1 month na car ko yet wala pa rin OR CR. Kulitan to the max na nga sa mga dealer hahay
