    MMDA boss opposes LTO's 'no plate, no travel' policy

    According to the Metropolitan Manila Development Authority, its chairman has reached out to the Land Transportation Office to reconsider the "no plate, no travel" policy, saying "it might be unconstitutional considering that it deprives an individual of the right to use his own property without due process of law."

    In a letter sent to the LTO, MMDA chairman Francis Tolentino apparently called the LTO policy "untimely and unchristian," especially in view of the Lenten season this week.

    "The LTO should have considered the Holy Week first and made it a point to help our countrymen in traveling to the provinces before implementing the policy," Tolentino was quoted by his agency as saying. "The owners of brand-new vehicles should not be penalized for not having their license plates on time. They already have their conduction stickers. They are paying their monthly amortizations, and have no deliberate intention to violate the law."

    Tolentino added: "In fact, at this time of the year, we need to freely move people especially now that there is a shortage of provincial buses. We must also consider the forthcoming arrival of super typhoon Chedeng; we must move people immediately out of harm’s way utilizing safe vehicles."

    Tolentino also revealed to the media that "the MMDA and the 17 Metro Manila local government units are not inclined to apprehend violators of the LTO order because it is ill-timed and restricts the timely observance of a Filipino religious tradition."

    Tama yung sabi kanina ni Tolentino. Ang brand new ang pinaka safe gamitin pang long drive tapos hinde mo pwede gamitin kasi wala kang plaka. Hinde nga daw manghu huli ang MMDA ng ganun. Hinde sila pabor sa patakaran ng LTO.

    Makuha ko plaka ko, tanggal agad Conduction Sticker, para malinis sa labas ng WS at Rear.

    By the way, pag nahuli daw merong 5 days para i-contest na dealer ang cause kung bakit wala pang plate, eh LTO mismo alam nila na dealers talaga ang problema wtf

    Approached my dealer this morning. I was informed that the Certificate of Stock Reported (CSR) from the Bureau of Customs has not yet been released. Hence, they cannot register my car yet. Upon release of my CSR, they will get PNP Clearance which will take 2 days (accdg to the dealer). Only then can the 7 days that the LTO said will start. So there are two other government bodies that are involved aside from the LTO: Customs and PNP. Hence, the 7 days from purchase time limit given by the LTO is not feasible and is impossible to comply with.

    It's not from the purchase date. It should be the delivery date.
    The merchant should deliver the unit after securing the CSR from BOC and the clearance from PNP.

    The 7-day, therefore, is feasible and not impossible.

    A friend of mine directed his complaints to distributors as well as with LTO. He bought the car early December last year and just found out it was registered March 25 2015. After filing complaints he got his plate after a day or two ata.

    Wag kayo magpadala ng sindak sa LTO..

    Remember, Taxpayer tayong lahat ang nagpapa-sweldo sa kanila.

    hindi na natin problema yan kung merong pagkukulang sa LTO/Dealership pag dating sa plate.

    bumili ng sasakyan at kasama yung package ng free registration ng LTO. at part ng package deal nila yan Both dealer and LTO...so responsibility nila yan at hindi yung mga costumer..


    bale wala pag sa kanila mismo mag-contest dahil hawak nila ang position.

    rather, reklamo sa civil service commission, at dun dapat mag-file ng complain...

    errr. what course of action do you suggest, sir, when the deputized agent is accosting your un-plated, un-documented car?

    I maybe wrong pero sa ibang bansa kino contest nila ang ganito sa korte. Pag naapakan na karapatan pangtao. Tingin ko naman eh mananalo sa kaso to kung meron lang sa atin may pera at panahon na isampa to sa korte.

    At the end of the day, it's a conflict between LTO and dealers pero sino nagsu suffer? Customers. Sino bang ayaw magkaroon ng plates?

    Expected talaga manghuhuli lto kahapon kasi working day at kailangan mag matigas e. Ngayn holidays at weekend ang tanong kung manghuhuli pa rin. Ako wala ko choice kailangan bumyahe bukas. Bahala na. Mag contest na lang ako sa lunes pag nahuli.

    Sana katulad na lang sa Kuwait for example, bago ko nakuha dati brand new car ko ay may plaka na. Alam ko maliit na bansa lang ang Kuwait, pero kung 7 days lang sabi ng LTO ay magka plaka na. Ano ba naman yung 7days na antayin bago i release ang brand new, atlist wala ng problema sa plaka. Happy Driving agad paglabas ng Casa.

    yesterday, a person in authority was being interviewed exactly about this, live on the radio.
    the gist i got was, there's a lot of red tape. and, the radio personality believes this is intentional, so's to provide "extra private income"..
    come to think of it... i don't see why we can't do it.. one-stop register, even before the car leaves the store. all the documents are there..
    i wouldn't mind whatever number i have on the plate.. provided i can use the vehicle every day of the week.
