Article from TopGear - 'No registration, no travel' policy to be strictly enforced by LTO come April 1st
    March 23, 2015

This is not an early April Fool's Day joke. If you have a brand-new car but you have yet to receive its license plates from the Land Transportation Office, you only have until March 31 to enjoy driving it on public roads since the agency has announced that it will enforce a "no registration, no travel" policy starting on April 1, 2015.

According to the agency, no four-wheel motor vehicle "can be used, driven or operated on the roads without being duly registered with the LTO." If a vehicle without license plates is stopped by law-enforcement authorities, its driver must present the vehicle's certificate of registration and official receipt. If only the CR and the OR are presented, the driver must pay a P5,000 fine for failing to attach the plates. If a special plate was requested for the vehicle, the driver must present the OR for said plate.

If the driver cannot present the vehicle's CR and OR, he/she must present the vehicle's certificate of stock reported, its sales invoice (which must be dated within seven days prior to the apprehension), and the certificate of insurance cover (which must be dated on or after the date indicated on the sales invoice). If none of the aforementioned documents can be presented, the vehicle owner will be fined P10,000 for using an unregistered vehicle, while the driver will be fined P1,000 and cited for reckless driving.

In addition, if the date of apprehension exceeds the date of purchase as indicated on the sales invoice by 37 days, the vehicle will be impounded.

The LTO adds that vehicle owners can contest the apprehension "within five days."

So, if your brand-new car still doesn't have license plates, maybe it's time you check with the dealership you bought it from. After all, it may be your dealership's fault, according to our blameless government.

errr... "no one in his right mind, would keep the originals inside his car", po. xerox copy lang. colored or B/W.
imagine.. if the car gets carnapped along with the originals, it would be so easy to sell it to un-suspecting customer.

Ano dapat sundin for number coding? Yung conduction number or yung nakasulat sa OR/CR na plate number?

    Use it both.

Pagawa ka temporary plate na naka indicate assigned plate then sa likod yung conduction sticker (provided magkaiba ending nung dalawa)

Pag coding yung isa, use the other one.

LTO Postpones Uniform Temporary Plates; Reiterates No OR/CR, No Travel | ************ - Philippine Car News, Car Reviews, Car Features, Car Buyer's Guide and Car Prices.

^^ carguide article dated March23/2017..it partly says, "..memorandum signed by LTO Assistant Secretary Edgar C. Galvante delays the use of the standardized temporary plates from February 15, 2017 to June 1, 2017.

This means that all vehicles released from June 1, 2017 onward will be required to sport the standardized temporary plate with a prescribed format that includes information such as the Conduction Sticker number and Motor Vehicle (MV) File number prior to their release or delivery to the owner.

While this gives reprieve to all accredited vehicle dealers nationwide to secure a supplier for the standardized temporary plate, the same memorandum also reiterates the implementation of the No OR/CR, No Travel policy which is in effect.

In fact, it categorically states: “no motor vehicle shall be used or operated on or upon any highway without being registered.”

    ...blablablablah...!

what a convoluted way this LTO agency subjects car buyers into..

wait til the new excise tax whips the buying public..

    stress pa more..

Kumusta ang implementation ng no registration - no travel policy so far? Wala na ang 7-day allowance from the date of the release na pwedeng ibiyahe ang mga bagong awto no? O pwede pa rin ba?

after the first three years, and i already had to register my 3-year-old car in the regular manner, wala pa rin! even as i already got my plates within a year of car purchase.
ayaw ma-register sa emissions testing facility, dahil wala pa raw sa system ang sasakyan ko.
ako pa ang pinapa-punta sa LTO at ma-i-pasok yung plaka ko sa system nila.

these LTO guys do not know how to run their own office.
