I observed that a lot of second hand cars sell in the Philippines specially in the car exchange are all odometer tampered. This business is very rampant and I personally witnessed how they cheated the prospected buyer. On the side of the buyer if he is not skilled enough, he will be cheated. I don't know why these agents need to cheat so that they can gain more in expense of the poor buyer with his hard earned money buy a car that he didn't know was lower that 30-40% of the actual price he will pay. Is there any government agency that can regulate these wrongdoings of some car shops. Observation ko lang po ito.

How will you know if it's tampered?

There are so many ways you can tell if the odometer was tampered.
    1. The actual appearance of the car.
    2. Check the service book.
    3. The year model of the car.
    4. The condition of interior, steering wheel, alignment of the odometer number.
    5. The engine itself.
    6. So many more.

That's why many are in car business now because of some unprofessional, selfish individuals who only think about gaining more by cheating. That's why in other countries this act is a crime and punishable of imprisonment. I don't know why in the Philippines there is no law for this kind of business. Watch out even digital odometers can be tampered.

    Maraming manloloko sa 'Pinas.

Still the best way when buying a used car is directly from an acquaintance you know so well.

Third parties? Resellers?I really doubt their integrity.

More often than not, one have to deal with them. Just look at the overall condition of the car, odometers tampered or not.

Mataas talaga ang 80k for a 3 year old car, 10k km average ang tamang takbo. Pang bumbay ang mileage na ganyan halos.

you mean 3 years ay 10k kms average or you mean 10k kms average per year? well low mileage naman naman yan. exotic car ba yan na pang-garage queen you may call pang bumbay ang mileage but if cars are used as they are needed and it serves their purpose then given na yang mataas na mileage.

I think it's 10k annually average. My car is almost 18 months old with 8k mileage.

^ My 2010 vios clocked 150k mileage... Napahinga na din dahil sa new vios... Trusted sa long drive, nakarating na ng Baguio ng ilang beses, and Vigan... No overheat, never nag stall, PMS every 5k... Replaced what is recommended sa mileage niya... I agree, nasa maintenance yan, wala sa mileage...

Sa 2nd hand market, unang tinitingnan mileage, next is kaha, then makina.

One of my dad's cars only reached 20k after more than 5 years. He has alternating cars and his daily drive is less than 15 k per day. He doesn't really go long drives. Me, on the other hand, reached 20k in one year.

So, it's very possible. Though, i don't agree that mileage is a good measure (except probably if it's in the taxi usage region)

Some of my observations when I buy second hand:

    1. When the owner has several cars, the better the chances are mileage will be less than 10K per year. However, check maintenance records as they are likely to forget having the vehicle serviced as it is rarely used.
    2. When a car has low mileage and the owner has one or two cars then I start inquiring more (like where the owner works etc.) as this can give you an idea if he uses the car often or not.

In my case I have two vehicles for regular use; one i use almost every day and when i go home to the province on weekends while the second vehicle is for coding purposes more than anything else. The main car clocks in an average of 17K per year (it's now going on 4 years old with 54K on the odometer) while the second car is already 22 years old with 129,000kms on the odo (averaging only 5,800kms per year since we bought this brand new).

Mileage is also not always the basis for gauging a vehicle condition. There are high mile cars but if you check, they are ran on the highways most of the time and are thus subject to less wear and tear versus a low mileage car that sees nothing but city traffic and potholes.
