Apparently this law covers pedicabs, kuliglig and bikes. But since they don't have driver's license and can't pay the 5k penalty, ano gagawin ng LTO? Kamot ulo lang since they can't confiscate the vehicle or the device.

Just this morning I was browsing through tsikot on mobile while waiting for the light to turn green when I saw this thread (natakot ako). But then I realized I had an enforcer in front of me. How will they implement this for cars with super dark tint then...
