Subjective talaga yun placement and line of sight eh. Siguro I'm open pag sa windhsield yun suction na nakasabit sa gitna pero pag sa gilid or sa dashboard nakadikit ok lang yun. Hinde nama siguro dwarf yun driver na ang line of sight niya eh sa ibabaw ng dashboard.
Na open sa interpretation yun placement saka line of sight.
Since andyan na yan dapat cascade ng MMDA sa mga tao sa field na everything placed on top of dashboard or center ng windhsield violation but below dashboard kahit saan pa isa it yan allowed.
Simple lang Pero talaga pinapagulo.

This law has many pros and cons, let me share with all of you some. Let's start with the cons:
- navigational and traffic apps like waze will be useless as they rely on accurate real time reporting to work effectively. Traffic will be worst in the long run as many drivers wouldn't be able to avoid hazards (accidents/flooding/road closures) because no one can report it nor can anyone allowed to read them. What's worst is the major cause of this road hazards is our government who likes to repave good roads all the time and barangays who close roads for events. It will be utter chaos also as many drivers will become lost in our chaotic roads.
- This law will promote road rage. I've observed that many drivers are calmer now because they can somehow do something while being stuck in 2-3 hours in standstill traffic. One will only get irritated if one is staring at the same cars and the same scenery for 2-3 hours. Apps like waze also help calm drivers down as it can offer alternate routes, give time estimates and can sometimes explain the reason for the traffic. If road rage occurs, please direct it to those inept people who wrote this law and to those enforcers rather than to other innocent drivers
- Some emergencies will result into death as appropriate alerts cannot be sent/received. Such a case are terrorist attacks. Whereas before, social media can post "avoid xxx area because of ongoing event", drivers won't be able to send/receive those important message. What about family members who are in an emergency situation... "nahulog si junior sa hagdanan." No one knows if a call/text is important and what merits an emergency call is different to each person.*
*note: I agree though that it's ill advised to read/send text and call while on a moving car, but in a stopped vehicle (traffic/red light), this should be allowed.
Pros:
- the most important aspect of this law is to stop drivers from using their phone/gadget while moving and concentrate on driving. This is true as many drivers who use their gadgets while moving (even in highway speeds) tend to swerve/wobble because of it which could lead to accidents
- Some mmda personnel can now take a vacation especially those manning the mmda twitter account. What's the use of mmda twitting "stalled bus in Santolan flyover" when those who really need those reports are already on the road and won't be able to read that message. Might as well stop all those useless tweets.
- It's all about the money, money, money. Everything boils down to money. Whether it's lunch time, snack time, yosi time (oops, bawal na), time to give number 2 some money, beer house time, these inept and corrupt traffic enforcers will always find a reason to flag you down. "May nakikita akong alikabok sa dashboard mo... nasa line of sight mo iyon kaya huli ka" or "may bird poo sa windshield mo... line of sight... per... er huli ka". In a perfect society, even laws like this could work, but here in the Philippines, it only works to fatten the purses of corrupt officials.
As the others mentioned, it's very sad and frustrating that our inept government officials are always good in copying good laws from other countries and tweaking it to become a stupid money making scams (like the plastic ban). Our government enact laws with little planning (they are confused about the details of this law amongst themselves) and tend to be OA (over acting) in implementation. If we don't stand up to this now, what's stopping our inept government from enacting more stupid laws? Let all start bonking their heads![]()

Main objective of ADDA is to prevent drivers from using/tinkering with their electronic gadgets particularly mobile phone. That's the main objective, the placement is irrelevant.
Here's my point. If monitor or GPS came standard with your car and is locTed on top of dashboard or parang Mazda na lagpas sa dashboard, allowed yun but technically accoeding dito sa ADDA dapat hinde. So wala ng kwenta itong ADDA. Naging double standard na. Kaya placment is irrelevant.
Mag concentrate Sila sa main objective.
Tapos line of sight ng tall drivers iba sa pandak. Paano magigigng distraction Kung Meron. Nakalagay na gadget sa dashboard eh p
Lagpas na yun vantage point ng driver sa dashboard. Way above na sa top ng dashboard.
Kung unano ka tapos ang line of sight mo is top lang ng dashboard eh dapat talaga hinde ka nagmamameho in the first place or maglagay ka ng stool sa upuan.

i said it at the start of this thread benta nyo na mga dashcam nyo at wag na kayo mag-gps sa cellphone, just use your GPS HU. interpretration of the law ang kalaban nyo dito. may mga enforcers na bias, in fact, payback time for the many times motorists have humiliated them on the internet.
regarding grab and Uber, I think they will always get apprehended from now on. kasi totally dependent ang actions nila on screen, from plotting destination to coordinating with the rider.
kung tuusin ang galing ng gumawa ng law na ito, nadale nya uber hehe, a multi-national company hehe .

now, regarding why this was implemented. this is for all our safety. most of the road accidents ngaun are from the improper use of gadgets. yun mga bimbo na sosyal na babae, case in point, yun nanagasa sa Rockwell haggang Makati ave. na sosyal na girl. and many others na nakatingin sa phone tapos may sinagasaan tapos tinakbuhan. all same modus.
sa wakas, mawawala na mga ganyan drivers.
I dont use cellphone while driving, I certainly dont use Waze of GPS while driving, (mas gusto ko pa maligaw o magtanung na lang sa tricycle driver sa paligid, kaysa mabangga o may mabangga) and I will never ever install a dashcam for offensive purpose like pinpointing mistakes of others on the road then uploading, kasi pag ganyan ang attitude ang focus mo nasa screen ng dashcam, kung ok ba ang capture para mas lalong makakakuha ng likes or follow.
Let us all thank the government for keeping us safe again. regards to dashcam, it's just a phase or step, dapat talaga blackbox concept like a camera on the bumper or sides then nag-record mag-isa then access na lang pag may nangyari. that's the best use of car surveillance camera. sa pinoy ginawang business.
