    8. How will we know if drivers of private vehicles with heavily-tinted windshields are violating the law?

Aside from high-definition cameras that can monitor lights from devices inside heavily-tinted vehicles, the law will also be strictly enforced by enforcers on the ground who were well-trained to determine from the movement of the vehicle whether or not a driver commits distracted driving. A Memorandum Circular setting specifications on the regulation of tints shall be released by LTO soon, upon consultation with tint manufacturers.

eh pano kung mabagal ka lang talaga mag drive??

Medyo masagwa designated locations for navigation and phones. Basically useless na ang mounts.

For everyone's reference, here is the IRR. I suggest you print a copy and keep it in your vehicle:

parked properly means engine off. pwede siguro yung tatabi ka sa daan, pero its better stay safe ang look for a parking lot, some TE might make palusot na you are still in the road using cellphone

Nilipat ko na dashcam ko directly behind the rearview mirror para iwas abala. Regarding sa phone, I use Bluetooth connectivity when accepting calls.

This is my "line of sight" behind the wheel ...and here's where my cellphone sits now:

As far as I'm concerned, it does not obstruct my view while driving. In fact, karamihan nga sa mga nasakyan kong Uber and Grab ay dito rin located ang kanilang mga cellphones.

Pero pag hinuli ako at pinilit na bawal ito (despite my justification na hindi nga sya distracting sa line of sight ko), dito ko muna ilalagay ang cellphone ko while naka-on ang Waze:

...which, if you ask me, is more distracting pag panay ang lingon mo sa baba.

Hindi daw distraction, obstruction na lang since sa gitna naman ng kalsada nagbabasag at nagsasakay ng pasahero🤣

Distraction my ass! PUJs windshield are small as it is. And yet nakaharsnf pa mga route tags nila plus nag accept pa Sila ng bayad then nag sukli pa. And yet it's not being considered as distraction and blocking of line of sight.
