1) No, the law was not just about cellphones. It included all mobile communication, electronic entertainment, and computing devices. Contemporary dash cams are computing devices. They are also communications devices because some have GPS, wifi and/or bluetooth, which are communication functions. So if all JVE wanted was to regulate cellphone use, THE LAW SHOULD HAVE SAID SO.
2) It was written in the law that " ... That the placement of the mobile communications device or the hands-free device does not interfere with the line of sight of the driver." AND NOW JVE's SAYING THAT THEY SHOULD BE PERMITTED TO BE PLACED WITHIN THE LINE OF SIGHT?
So stop blaming the DOTr and LTO for a botched up IRR. JVE, as a member of the senate, passed this law. So he should take responsibility for it. Stop passing the buck.
As for the DOTr, LTO, and MMDA, that's another sordid story.
