October 21st, 2008 05:46 PM #1Kailangan ba ng neuro exam para sa application ng new and renewal ng driver's license? May mga case daw kasi ng barilan dahil sa away traffic. Tingin ko dapat maging strict sa neuro ng gun licensing. Sablay ang neuro sa gun licensing tapos ipapasa ang burden sa millions of innocent and gunless drivers. Or is this another money making scheme ng government.
Any comments?

may study din na pag sa exam proper, the applicant will exibit proper decorum and behaviour, or the violence in him will be supperessed.
is just like the people who could fool a lie detector test.

i'm ok with the neuro test if done fairly but as we know, anyone would be able to pass/get /renew their license with or without their presence in lto offices.
Magiging money making kotong nanaman po ito kung sakali at tayong mga legal na kumukuha ng mga licenses at papers nanaman ang unang apektado. Better yet huwag na lang para hindi na madagdagan mga kotong na binibigay natin

Or, kaso ng dalawang drivers ng bus na nagkarera at nakabunggo ng kotse at isa pang bus at nakapatay ng nagmamaneho ng kotse.... RIP- Dr. Sarabia....

any idea on what kind of test this will be?
will it be a written exam, or would it be testing one's sensory and motor capabilities?

another money making in the making bakit ang alcohol testing hindi nila maipasa pasa? kasi marami sa kanila eh mga numero unong lasenggo.
remember yung dating LTO chief? (former RAM Commodore) he was not in favor even in that drug testing requirement prior to license renewal bakit kamo? good for 3 years ang validity ng license natin. sabi niya "e magpapahinga lang yan ng ilang araw sa pag-gamit then after the renewal balik bisyo na ulit yan sa loob ng 3 taon" sadly maraming ganyan lalo na sa mga public utility drivers.
ang magandang sinabi niya: kapag na involve sa accidents, all the drivers involved should submit themselves to alcohol and drug test. kaso di tumagal si former RAM eh bakit kaya???

Dapat Neuro-Psychiatric testing. Maaaring intact ang sensory and motor capabilities ng driver pero ang perception niya ng good/bad, right/wrong, reality/fantasy, normal/abnormal may be impaired.

October 22nd, 2008 07:33 AM #8Speeding ang mga yun. Merong speed limit sa EDSA. Dapat proper law enforcement ang approach, not creating a new law or requirements. Besides, pamamaril ang idinadahilan ng LTO kaya nagpopropose sila ng neuro. Ngayon, maidadagdag na naman nila ang isolated case sa EDSA the other night. The problem is, kung di nila masolve ang problem, ipinapasa sa public ang burden. Tulad ng di nila masolve ang problema sa droga, nirequire ng drug tests kung saan-saang agency instead of zeroing on the druglords.

Why let all of the drivers suffer in having neuro-tests when in fact it's just the fault of a few bus drivers, or operators, or lawmakers? Ang tagal na kasing sina-suggest na let bus drivers have FIXED incomes and not on commission or percentage basis! Pabigat lang additional test sa ordinary driver and I don't think tests like drug tests and all-vehicle emission tests are effectively serving their purpose. Marami naman na tayong traffic rules, regulations & ordinances. Effective implementation lang ang kailangan. Milking cow na naman proposed testing na 'to. Baka after neuro e IQ then EQ tests naman...

MANILA, Philippines – The Land Transportation Office (LTO) plans to require driver's license applicants to go through a neuro-psychiatric test, along with the mandatory drug and health examination, to ensure road safety.
"I consider motor vehicles as a lethal weapon no different from a firearm, and if not if handled properly it could hurt and even kill somebody," LTO chief Alberto Suansing said at a press conference on Friday. "That is why driver's license holders should also need to undergo neuro test."
According to Suansing, the proposal is now on the consultation and planning stage, and the LTO is determining if the move would require Congress to pass a law or it it could just be implemented through an administrative order.
Suansing said that the inclusion of neuro test will increase the driver's license fee, but it would be a small price to pay to ensure the safety of the motorists and the pedestrians. - GMANews.TV

i am also ok with the neuro test as long as it is accurate and will not be another source of corruption.
