    My condo used to have a number of these parking lifts to add more parking space for the unit owners. But today only two are left.

    The reasons are:
    -parking on the lift is not easy.
    -car on top tends to get used much much less because of the hassle to get it down if your other car is still under it.

    Sa 168 mall in Divisoria they have 5 story high multi level parking... very nice...

    from the ones I have seen... no, you can't manually lower a car if there is no electricity (unless you have a portable generator).
