    http://www.lto.gov.ph/LTO_OFFICES/ncr.html

Lto Tayuman office, Western Licensing Center, better be there early, because that place has a lot of new licensee applicants daily.

IMO, Tayuman's LTO is WAY too packed. I think a trip to the main LTO (East Ave.) would also be worth it since it has "less" people. But in both cases, just go REALLY early.

LTO Main in East Ave., my gf got her Non-pro license within 3hrs.
We went there early about 7:30am it was a Wednesday (she already have her complete requirements - student permit w/ OR, med. cert from LTO approved clinic, drug test), 3rd sya sa line, by 10:30am she already got her license card.

    Tips:
*Don't talk to any fixer nor anybody offering assistance, they can do no help.
*Sit closer to the windows that'll be calling your name, merong iba na di naririnig kaya nalalagay sa pending papers nila.
*Bring your own car for the driving test, so you wont be paying any rental fee (car: P250, motorcycle: 150).

Most accessible and magandang LTO for new driving license?
